As the Director General of the National Program Office, Rachelle is responsible for delivering the NRC's collaborative R&D programs which bring together collaborators to work on game-changing scientific discoveries and technological breakthroughs for Canadians. She also oversees management of the Contribution Agreement for the Biologics Manufacturing Centre Program, and the Secretariat that supports NRC's stewardship of the program.

Over the past decade, Rachelle has spearheaded and implemented a number of initiatives to enhance strategic collaboration and amplify the impact of federal investments. This has included establishing partnerships with leading national and international, public and private sector investors and researchers. Prior to joining the NRC, Rachelle was Acting Director of Strategic Investments and Partnerships at Natural Resources Canada where she was responsible for innovation and clean technology programs, including the Government of Canada's flagship Clean Growth and Breakthrough Energy Solutions Canada Programs.

Rachelle holds a Bachelor of Mechanical Engineering and a Master's of Applied Science in Biomedical Engineering from Carleton University.
