A proven business leader, strategic thinker, culture and team builder, communicator, and advisor, Norm is currently the President of ION Nuclear Consulting Limited, which is a professional services corporation offering Executive Management Support to a global clientele including Indigenous Peoples Businesses, Supply Chain Companies, Start-ups, Investors, Power and Energy Companies. Through ION Nuclear Consulting Limited, he provides Canadian and International clients with extensive knowledge and experience to support the design, development and successful implementation of various proven strategies and approaches to enhance performance, support supply chain business opportunities and assist investors with critical decision making.

Norm has previously served as President & Chief Executive Officer at ARC Clean Energy Canada Inc., a Small Modular Reactor technology vendor start-up. Before these roles, Norm served in key Nuclear Industry Leadership roles such as the Executive Vice President & Chief Nuclear Officer at Bruce Power, which is the only privately owned nuclear operator in Canada, and at that time, was the largest nuclear generating site in the world. Additionally, Norm served in senior leadership roles at the Hydro Quebec Gentilly-2 nuclear generating station and at the Canadian Nuclear Safety Commission. Early in his career, he fulfilled several key roles at the New Brunswick Point Lepreau Generating Station, including holding a license to operate the facility.

Internationally, Norm spent time assisting the World Association of Nuclear Operators, as well as assisting large energy companies with performance, governance, and cultural enhancement initiatives. In particular, he has advised non-nuclear Executive Teams on a number of SMR integration projects. With such a broad and diverse background, Norm has an extensive worldwide networking capability.

Norm was born in a small town in New Brunswick and has worked on the energy file in three Canadian provinces, as well as assisting in performance enhancement initiatives on the international stage. Such experience provides Norm with a distinctive outlook on the energy transitions requirements of the future, as well as leadership and cultural traits required for success.

Norm is asked frequently to speak at Canadian and International events on various topics such as technology development, technology selection, and supply chain development approaches.

Norm was appointed to the NRC Council in February 2025.
