Richard Dicerni
NRC DAC Chair
Mr. Dicerni has been the Chair of the NRC Departmental Audit Committee since May 2017.
Mr. Dicerni retired as the Deputy Minister, Alberta Executive Council and Head of the Alberta Public Service. Prior to accepting this position in October 2014, Mr. Dicerni was Adjunct Research Professor at the Ivey Business School and sat on various boards.
Born and raised in Montréal, Mr. Dicerni graduated from the College Sainte Marie in 1969 with a Bachelor of Arts. He pursued graduate studies at the Kennedy School of Government at Harvard where he earned a Master's in Public Administration in 1981.
Mr. Dicerni started his career with the federal government in 1969. In the 1970s and 1980s, he held a number of executive positions in the federal public service including Senior Assistant Deputy Minister, Health and Welfare; and Deputy Secretary to the Cabinet. In 1992 he joined the Ontario Government as Deputy Minister of Environment and Energy. In 1995 he assumed the position of Deputy Minister, Education and Training.
In 1996, Mr. Dicerni was appointed President and CEO of the newly established Canadian Newspaper Association. Mr. Dicerni left this position in 1998 to become Senior Vice President at Ontario Power Generation (OPG). He stayed at OPG for the next seven years and led the company between 2003 and 2005.
He rejoined the Canadian Government as Deputy Minister of Industry where he served from 2006 to 2012.
He has served on the boards of Trent University, the Credit Valley Hospital, Atomic Energy of Canada Ltd. (AECL) and the Public Policy Forum. He currently sits on the Board of Directors of Alberta Health Services. He is chairing the Ontario Energy Board as well as the RCMP management advisory board.
Jeanette Dias D'Souza

Ms. Dias D'Souza is a strategic leader with experiences that span the public, broader public and private sectors. She is currently the VP Corporate Services and CFO for the Ontario Institute for Cancer Research. Her areas of responsibility include Finance, Human Resources, Corporate IT, Facilities, Legal, Privacy, and Risk.
While working for the University of Toronto she worked on establishing the new Institute for Management & Innovation. Ms. Dias D'Souza was formerly the VP Finance and Administration at a large Toronto College. Her previous positions include being Assistant Deputy Minister with the Ontario government, serving in a number of portfolios including Energy, Infrastructure, Consumer Services and Research & Innovation. Her past experience involves work in the portfolios of corporate tax, Information Technology, Treasury and Finance, and large- scale procurement. Ms. Dias D'Souza interests focus on matters of governance, risk and accountability. A Chartered Professional Accountant (CPA) by profession, Jeanette also holds an ICD.D Corporate Directors' designation.
Ms. Dias D'Souza is a member of the Executive of the Institute of Corporate Directors Ontario Chapter, and she was past Chair of the new ICD branch in York Region. She chaired a working subcommittee of the ICD Ontario Chapter, focusing on enhancing governance resources for not for profits, and was recently featured on an ICD national webinar on Not for Profits. Jeanette is currently a member of the audit committee of the Public Guardian and Trustee (Ontario), and was appointed to the Health Professionals Regulatory Advisory Council. Her past Board experience includes being Board Treasurer with St. John's Ambulance (York Region) and Member, Information Markham.
Ms. Dias D'Souza graduated with her M. Ed (OISE, U of T) in June 2013, and she obtained her B. Com from the University of Toronto. Ms. Dias D'Souza's passion for supporting and mentoring young adults has led her to become actively involved in the creation of CPA Canada's national financial literacy program for Canadians. Ms. Dias D'Souza is sought after as a speaker, and she shares her knowledge on the topic of audit committees for CPA Canada. She has been a member of the NRC Departmental Audit Committee since May 2017.
Raymond Leduc

Mr. Raymond Leduc has held executive positions in the microelectronics, aerospace, and automotive sectors. He is now President and CEO of Numetrix Technologies, a 3D vision and IA systems company serving the automotive sector.
Past roles include Vice President, Product Development, Volvo Group Nova Bus and Prevost Divisions where his team developed solutions for the Canadian and US transit bus and motorcoach markets, including electric and intelligent vehicles.
Prior to joining Volvo Group in 2016, he was President, Bell Helicopter Textron Canada Limited in Mirabel, Quebec, named to this position after his roles as VP, Engineering and Canadian Government Programs, and VP, Operations. He joined Bell Helicopter Textron Inc in August, 2012.
Prior to these roles, Mr. Leduc worked for over 30 years at IBM Canada, where he led the IBM Bromont microelectronics plant delivering solutions for IBM's servers and major information and communication technology industry clients. His multi-functional background includes time in product and business development, engineering, manufacturing, finance, and executive management.
Mr. Leduc is a graduate of McGill University with a Bachelor of Mechanical Engineering and an M.B.A. He is a member of the Ordre des ingénieurs du Québec, and a member of the Institute of Corporate Directors (ICD.D).
Mr. Leduc served on the NRC Council from 2009 to 2018. In 2018, he joined the Departmental Audit Committee as the NRC Council Representative. In November 2018, the Treasury Board of Canada appointed him as a Departmental Audit Committee member for four years.
