Behavioural competencies for Management: Facility / asset management

Definition: Understands how to efficiently coordinate business support services associated with maintenance functions in buildings such as offices, laboratories, conference centers, reception areas, work offices and other premises, required to operate and maintain to fully support NRC's business and activities. It includes the knowledge required to ensure functionality of the building environment by integrating people, place, processes and technology. The scope of facility and asset management includes: Space & Infrastructure (planning, design, workplace, construction, lease, custodial needs, occupancy, maintenance, furniture, equipment, cleaning, etc.), People & Organization (research, health and safety, working, hospitality, etc.) and Intangible Assets (intellectual property (IP), goodwill, etc.).

Level 1 - Foundational

Is familiar with NRC's facility and asset management policies.
Needs assistance when identifying environmental or facility/asset management issues.
Is aware of the need to conduct initial physical, psychological, ergonomic, environmental or situational risk analysis.
Supports others in core facility management responsibilities.

Depicts some understanding of the various fields of facilities management (buildings management, maintenance, energy cost management, fixed assets, health and safety, security, insurance, contracts and contract staff, etc.).
Undertakes straightforward tasks related to facilities and asset management.
Deals effectively with simple queries and issues related to facilities management.
Has a rudimentary understanding of building design, maintenance and other relevant functions.
Takes into account the kind of work being done in various facilities; ensures that facilities are functional and respect policies and codes (including ergonomics, room temperature, lighting, etc.).
Obtains approval from senior managers or key stakeholders for new facility management policies or procedures.

Good knowledge and understanding of facilities and asset management; evaluates current building performance and proposes appropriate changes to plans and procedures.
Identifies challenges to IP or goodwill; develop plans to manage associated risk.
Establishes strategies to manage assets (such as plant and equipment) to achieve the greatest return where relevant.
Shows the ability to undertake most tasks related to facilities management that are relevant to current role.
Is able to deal with most queries and issues related to facilities management
Monitors mechanical, electrical and energy conservation technologies.
Has a sound understanding of building design, maintenance, and other relevant functions sufficient to exercise independent judgement.
Depicts an understanding of most knowledge areas required for accreditation by either International Facilities Management Association or other credentialing organizations.
Oversees day-to-day management of NRC-owned buildings and ensures their efficient maintenance and repair.

Possesses the breadth of experience and specialist knowledge required to deal with all facets of facilities and asset management.
Is relied upon to guide others in the development of new and complex facilities and asset management policies or procedures for NRC.
Knows best practices and of new developments in the field of facilities management.
Manages large capital renovations and alteration projects.
Implements large-scale improvements to increase facility performance.
Provides or reviews analysis of engineering, mechanical and electrical plans for construction and renovation projects in accordance with NRC's policies and business goals.
Is accredited or eligible for accreditation by either International Facilities Management Association or other credentialing organizations.
Performs the implementation of new mechanical, electrical and energy conservation technologies.

Conducts extensive, comprehensive, and ongoing analyses on facilities management's overall performance.
Aligns facilities management plans to support broader and future NRC goals.
Transfers advanced asset management policy development skills and knowledge to others.
Possesses an in-depth knowledge and understanding of facilities and asset management in the government and in other related industries.
Acts as a trusted advisor to NRC on strategies related to facilities and support decision-making
