Ruling No. 11-03-261 (13198-R) authorizing the use of this product in Ontario, subject to the terms and conditions contained in the Ruling, was made by the Minister of Municipal Affairs and Housing on 2011-05-30 (revised 2011-08-16) pursuant to s.29 of the Building Code Act, 1992 (see Ruling for terms and conditions). This Ruling is subject to periodic revisions and updates.

Blow-In-Blanket® System (BIBS®) – DryProduct description
Using the injection equipment, the loose-fill thermal insulation material is dry-blown into each wall cavity through a pre-cut hole in the nylon netting. The nylon netting, which is used to contain the insulation after installation, is stapled to the interior side of the wood-frame structure.

Conditions and limitations
The CCMC’s compliance opinion is bound by this product being used in accordance with the conditions and limitations set out below.
- This evaluation applies to Part 9, Housing and Small Buildings, of Division B of the NBC 2015 using conventional wood-frame wall construction.
- The system must be used with thermal insulation that
- is listed with a CCMC-recognized certification program,
- has a CCMC number, or
- has evidence that the product complies with CAN/ULC-S702-09, “Mineral Fibre Thermal Insulation for Buildings.”
- The following products have been pre-approved by Blow-In-Blanket® as acceptable thermal insulation to be used in the Blow-In-Blanket® System (BIBS®) – Dry system:
- Johns Manville Climate Pro and Attic Protector Blowing Wool Insulation (CCMC 12642-L),
- Jet Stream® MAX , CCMC 13404-L, JetStream® MAX Blowing Insulation Wall System (CCMC 13422-R),
- InsulSafe® XC Wall Insulation System (CCMC 13272-R), and
- Johns Manville Spider® Plus Custom Insulation System (CCMC 13212-R).
- Installers must be manufacturer-approved, must use approved equipment, and must follow the conditions and limitations specified in this Report.
- The thermal insulation product must be delivered to the building site in unopened packages.
- The netting must not bulge more than 13 mm beyond the stud in order to provide the necessary product density.
- The insulation must be kept away from heat-emitting devices, such as recessed light fixtures, chimneys, and propane or natural gas sources, at a distance of at least 75 mm or the distance required by the local authority having jurisdiction (AHJ).
- The installation must be in accordance with the manufacturer’s installation instructions
- For coverage charts, refer to product literature from the respective thermal insulation manufacturers.
- The products used with the Blow-In-Blanket® System (BIBS®) – Dry system shall be clearly identified with the CCMC # and manufacturer name.
